ChatGPT Ads does not have one fixed price. OpenAI currently supports CPM, CPC, and conversion-optimized CPC (oCPC) campaign objectives, so what you pay depends on the objective, auction, bid, delivery, and campaign budget.12 For U.S. accounts billed in USD, OpenAI currently lists a $25 minimum daily campaign budget.1
That $25 is a platform floor, not a recommended test budget and not evidence that $25 per day is enough to judge the channel. A meaningful budget depends on your own conversion rate, customer value, target number of outcomes, and how many campaign hypotheses you want to test.
ChatGPT Ads Pricing at a Glance
| Campaign objective | How you are billed | Primary optimization goal | Current budget/bid note |
|---|---|---|---|
| CPM | Per 1,000 impressions | Reach / visibility | Advertiser sets a CPM bid at the ad-group level |
| CPC | Per valid click | Traffic / engagement | OpenAI currently suggests starting around a $3-$5 max CPC bid |
| oCPC | Per valid click | A selected downstream conversion | Advertiser sets a conversion-oriented Bid Cap; billing is still per click |
OpenAI also currently uses a postpay billing model, meaning media spend accrues as ads deliver and the saved payment method is charged when the account reaches its assigned payment threshold.3
Budgets start at $25 a day. Value starts with knowing what a conversation-stage click is worth to you.
That payment threshold is not the same thing as your campaign budget.
Is There a Minimum Spend for ChatGPT Ads?
Yes, if you use a daily budget.
OpenAI’s current campaign documentation lists minimum daily campaign budgets by billing currency.1
For a USD account, the standard minimum is:
$25 USD per campaign per day
Other currencies have different minimums. OpenAI’s current table includes, for example:
- 15 EUR;
- 15 GBP;
- 25 AUD;
- 25 CAD;
- 2,500 JPY;
- 25,000 KRW;
- 150 MXN;
- 725 INR.1
This is one area where older ChatGPT Ads articles can be misleading.
Some pages published earlier in the beta said there was “no minimum spend” because they were describing an earlier product state or a different buying path.
For current self-service Ads Manager campaigns, use OpenAI’s live minimum-budget table rather than an old secondary source.
The $25 Minimum Is Not a Test-Budget Recommendation
A minimum and a useful test budget solve different problems.
The minimum answers:
What is the smallest supported daily budget for this campaign setup?
A test budget answers:
How much media do we need to generate enough observations to make a business decision?
Those are not the same.
Suppose a company needs at least 10 qualified conversion events before it is willing to make an initial judgment.
The planning model should start with the company’s own economics:
Target conversions
÷ expected landing-page conversion rate
= clicks required
Then:
Clicks required
× planning cost per click
= estimated media required
That is a planning equation, not a forecast.
If your existing paid traffic converts at 5%, and you want 10 conversions, you would need about 200 clicks to create the same number of conversion opportunities if ChatGPT traffic behaved similarly.
It may not.
The purpose of the model is to expose your assumptions before you spend.
What Does CPC Mean in ChatGPT Ads?
A CPC campaign uses the Clicks objective.
OpenAI says the advertiser pays for valid clicks and the system optimizes delivery toward users likely to engage.1
At the ad-group level, the advertiser sets a maximum CPC bid.
OpenAI currently recommends starting with a maximum CPC bid around $3-$5 USD per click for CPC campaigns and may show bid-strength guidance in Ads Manager.4
That recommendation should be interpreted carefully.
It is:
- current OpenAI platform guidance;
- a starting bid suggestion;
- not a guaranteed actual CPC;
- not a category benchmark;
- not a promise that a $3-$5 bid will deliver.
Actual cost depends on the auction and campaign conditions.
What Does CPM Mean in ChatGPT Ads?
A CPM campaign uses the reach-oriented objective and is billed for impressions.
The advertiser sets a maximum CPM bid, and billing is based on 1,000 impressions delivered.4
CPM can be useful when the primary objective is:
- visibility;
- reach;
- exposure;
- message distribution.
It is not automatically cheaper or more expensive than CPC in business terms.
A low CPM campaign can still be inefficient if the audience never takes a useful downstream action.
A higher CPM can still be economically rational if it reaches valuable users and supports the objective.
Cost should therefore be evaluated against the goal, not as an isolated number.
What Is oCPC?
OpenAI also supports conversion-optimized CPC, called oCPC.2
An oCPC campaign is designed to optimize delivery toward one selected supported conversion event after the click.
Examples of downstream events may include:
- purchase;
- sign-up;
- lead submission;
- another supported standard conversion event.2
The advertiser sets a Bid Cap.
OpenAI describes that Bid Cap as the maximum amount the advertiser is willing to bid for a conversion. The system then uses predicted conversion likelihood to determine the per-click auction bid.2
But billing remains based on valid clicks.
That means:
oCPC is not pay-per-conversion pricing.
You can optimize toward conversions while still paying for clicks.
Is There a Recommended oCPC Bid?
OpenAI currently says there is no recommended oCPC bid amount.2
This is another place where a generic “ChatGPT Ads average CPA” article can create false confidence.
For oCPC, the rational Bid Cap should be informed by your own economics:
- target acquisition cost;
- gross margin;
- lead-to-sale rate;
- customer value;
- conversion-event quality.
If the conversion event is merely a shallow engagement event, a high Bid Cap can be misleading because the business may not actually value that event very much.
Choose the event and bid together.
How Daily Budgets Work Now
OpenAI updated its daily-budget behavior during the beta.
A daily budget is now the average amount you want a campaign to spend per day over a seven-day period.5
That means spend can vary.
OpenAI currently states:
- maximum spend on an individual day can reach 2× the selected daily budget;
- maximum spend over the applicable seven-day period is 7× the selected daily budget, subject to proration when the budget changes.5
Example:
If the daily budget is $100, a campaign may spend more than $100 on a strong-delivery day.
It can spend up to $200 on an individual day, but over a full seven-day period the media-spend limit will not exceed $700 under the stated rule.5
This is important for cash-flow expectations.
A daily budget should not be interpreted as a hard same-day cap.
Campaign-Total Budget vs Daily Budget
OpenAI lets advertisers use either:
Campaign-total budget
A total amount the advertiser is willing to spend across the campaign duration.1
OpenAI describes this as the stricter control for total media spend.
The tradeoff is pacing.
A campaign-total budget is not necessarily spread evenly across each day. Spend can accumulate more quickly when eligible delivery opportunities are strong.1
Daily budget
An average daily amount over the current seven-day pacing model.15
OpenAI recommends daily budgets for new advertisers who want to monitor delivery and performance before committing to a campaign-total budget.1
The right choice depends on how tightly the business needs to control:
- daily pacing;
- total campaign spend;
- campaign duration.
Can Daily Spend Exceed the Daily Budget?
Yes.
Under OpenAI’s current average-daily-budget system, daily spend may be higher or lower than the selected daily amount.5
This does not mean the platform ignores the budget.
It means the pacing control operates over a seven-day window.
For finance teams, the practical rule is:
Treat the displayed daily budget as an average daily target, not an absolute daily invoice ceiling.
OpenAI says Ads Manager displays the applicable maximum daily and seven-day spending amounts during campaign creation or editing.5
Why Can’t I Lower My Daily Budget?
OpenAI documents one additional constraint for campaigns using daily budgets and fixed bidding.5
The daily budget may need to be at least as high as the highest effective per-event bid across applicable non-archived ad groups, including relevant bid adjustments.
For example, if an effective ad-group bid is $250.50, the campaign cannot simply be lowered below that amount while the incompatible bid remains active.5
OpenAI explicitly warns that this should not be interpreted as a universal $250 minimum.
It is a relationship between the campaign budget and the campaign’s own effective bid configuration.
How Billing Works
ChatGPT Ads currently uses postpay billing.3
As the campaign runs:
- media spend accumulates;
- the account tracks unpaid balance;
- the saved payment method is charged when the account reaches its assigned payment threshold.3
The payment threshold is not:
- your daily budget;
- your campaign-total budget;
- your maximum account spend;
- a recommended media commitment.
It is a billing trigger.
This distinction matters when reconciling card charges against campaign settings.
Does OpenAI Charge a Platform Fee?
The current Ads Manager billing documentation describes media spend and postpay billing.
It does not publish a universal percentage “platform fee” that should simply be added to every self-service campaign.
Do not invent one.
A business can still have costs beyond media, such as:
- creative production;
- landing-page work;
- analytics implementation;
- product-feed engineering;
- agency or consultant management fees;
- internal team time.
Those are real program costs.
They are not the same thing as OpenAI media billing.
How Much Should a Company Budget for a First Test?
There is no universal correct number.
Use a test design instead of an arbitrary budget.
Step 1: Define the decision
Examples:
- Does the channel generate qualified leads?
- Can a product-feed campaign generate purchases at acceptable economics?
- Does ChatGPT traffic show enough downstream quality to justify scale?
- Which customer situations create the strongest response?
Step 2: Define the event that would answer the question
That could be:
- purchase;
- qualified lead;
- booked meeting;
- signup;
- another meaningful event.
Step 3: Estimate required traffic from your own historical data
If you know the typical conversion rate for comparable landing pages, use it as a planning assumption.
Label it as an assumption.
Step 4: Apply a CPC range for planning
OpenAI’s current $3-$5 recommended starting max CPC can be one planning input for a CPC campaign.4
Do not treat it as your guaranteed realized CPC.
Step 5: Build enough budget for more than one ad variation
A campaign that can barely fund one creative/ad-group hypothesis may tell you very little.
Your test should account for the number of variables you actually want to learn about.
A Hypothetical Budget Example
Assume a service business wants to collect 10 qualified lead submissions.
Its existing landing page converts comparable paid traffic at 5%.
That suggests:
10 conversions ÷ 5% = 200 clicks
If the team uses $4 as a planning CPC, based only on the midpoint of OpenAI’s current starting-bid guidance:
200 clicks × $4 = $800 planned media
This does not mean:
- the campaign will spend exactly $800;
- clicks will cost $4;
- ChatGPT traffic will convert at 5%;
- the business will get 10 leads.
It means the business has made its assumptions visible.
That is better than saying:
Let’s spend $100 and see what happens.
Ecommerce Budget Planning Is Different
An ecommerce brand may want enough traffic to evaluate:
- purchase volume;
- average order value;
- margin;
- repeat behavior;
- feed-segment performance.
If the catalog contains very different margin profiles, the test may also need separate product groups.
That can increase the amount of media required to learn anything meaningful.
The same applies to lead-generation businesses with very different customer segments or geographies.
The more hypotheses you test at once, the more fragmented the budget becomes.
Does ChatGPT Ads Have an Average CPC?
OpenAI does not publish one universal average CPC across advertisers and industries.
OpenAI’s FAQ says there are not yet universal performance benchmarks across all advertisers, industries, or campaign types.6
Third-party agencies and individual advertisers may publish their own observations.
Those can be useful reference points.
They should not be presented as:
the ChatGPT Ads CPC.
A category with high customer value may behave very differently from a low-cost consumer product.
A small pilot in one geography may behave differently from a scaled national campaign.
Does ChatGPT Ads Have an Average CPM?
The same rule applies.
There is no single first-party average CPM that should be treated as the platform-wide market price.
OpenAI supports CPM buying, but auction outcomes and campaign conditions determine actual costs.14
Be especially careful with older reports that reference specific early-pilot CPM levels.
Early controlled pilots and current self-service auctions are not necessarily the same buying environment.
What About Reports of $60 CPMs?
The SEMrush dataset includes queries around $60 CPM because early ChatGPT Ads reporting generated substantial interest.
That does not make $60 a current universal platform price.
Unless a current first-party or sufficiently broad audited dataset supports a platform-wide benchmark, treat a specific early-pilot CPM as historical or advertiser-specific evidence.
Do not build today’s budget from one old headline.
How Much Does a ChatGPT Ads Agency Cost?
That is a different question from media cost.
An agency may charge using:
- flat monthly management;
- a percentage of spend;
- project setup fees;
- performance or hybrid structures;
- other commercial models.
WKND’s ChatGPT Ads Management Program is $7,800 per month with a 90-day initial commitment. It covers account build, campaign management, creative direction, measurement and reporting, with WKND’s supporting SEO services included. Ad spend is separate, and self-serve campaigns start at a $25/day minimum budget.
What the program includes:
- ACCOUNT & TRACKING: OpenAI Ads Manager account build & verification · OpenAI Pixel installation with click-reference handling · Conversions API integration & event deduplication · Product feed setup & maintenance
- CAMPAIGNS: Campaign architecture by objective, CPM, CPC, oCPC · Ad-group bid strategy & budget pacing · Context hints tuned to your buying conversations · Custom audiences, platform & geo targeting
- CREATIVE: Ad headlines & description copy for conversational placement · Image assets sized for the ChatGPT ad unit · Creative variant testing across ad groups · Landing page recommendations matched to intent
- AUDIT & REPORTING: ChatGPT Ads account & tracking audit at kickoff · Conversion event map tied to what you sell · Weekly performance reporting, spend, CPC, conversions · Monthly executive summary connecting spend to pipeline
If you are evaluating management rather than media buying, the better question is:
What work is included, and what business outcome is the agency accountable for?
WKND’s ChatGPT Ads management service is the relevant commercial page for that evaluation.
What Should Be Included in Total Program Cost?
A useful budget should separate at least four layers:
1. Media
What OpenAI bills for advertising delivery.
2. Production
Creative, copy, images, product-feed work, landing pages.
3. Measurement
Pixel, Conversions API, analytics, CRM or ecommerce instrumentation.
4. Management
Internal team time or external agency/consultant cost.
A program that reports only media spend may understate the total cost of running the channel.
A program that combines every operating expense into “CPC” becomes impossible to compare.
Keep the layers separate.
When Is the Minimum Budget Enough?
The $25 USD daily minimum can be enough to:
- validate that a campaign technically delivers;
- confirm basic measurement;
- begin collecting traffic;
- check whether ads are approved and serving.
It may not be enough to:
- compare many ad groups;
- evaluate multiple creative strategies;
- reach a meaningful number of conversions;
- make a confident scale/no-scale decision.
The amount required depends on the business.
That is why the minimum should be treated as an access floor.
Not a success formula.
What Should You Monitor While Spending?
Ads Manager currently reports metrics including:
- impressions;
- clicks;
- spend;
- CTR;
- average CPC;
- average CPM;
- conversions when measurement is configured.3
The business should extend that reporting into downstream economics.
For lead generation:
spend
→ clicks
→ qualified leads
→ meetings
→ opportunities
→ revenue
For ecommerce:
spend
→ clicks
→ purchases
→ revenue
→ margin
→ repeat value
Cost is only useful when connected to outcome quality.
How Should You Change the Budget?
Avoid changing budgets because of one noisy day.
OpenAI’s current daily-budget model already allows spend to fluctuate across days.5
For conversion-optimized campaigns, OpenAI recommends evaluating enough volume before making large changes to bids, budgets, or creative.2
A good operating process should define:
- how often budget decisions are reviewed;
- what minimum data is required;
- which metric controls the decision;
- what change is large enough to restart interpretation.
Constant intervention can make it harder to understand what actually caused performance changes.

The Bottom Line
ChatGPT Ads can start with a relatively low platform minimum, but that does not mean a useful business test is cheap.
The current facts are:
- USD daily minimum: $25 per campaign.1
- CPC buying: pay per valid click.1
- CPM buying: pay per 1,000 impressions.1
- oCPC: optimize toward a conversion while still paying per valid click.2
- CPC starting-bid guidance: roughly $3-$5 max CPC from OpenAI’s current documentation.4
- oCPC Bid Cap: no universal recommended amount.2
- daily budget: average over seven days, with up to 2× on one day and 7× over the seven-day period.5
- billing: postpay with an account payment threshold.3
Everything beyond that should be modeled using the advertiser’s own economics.
